Abstract: Ecological industry were qualitatively and quantitatively studied from the price perspective
in this paper, because price study before it comes into being is more important than after it happened. 10
We proposed that price should guide and constrain people’s choices. Then chose four subsystems:
economic, social, environmental, energy, constructed price and interest evaluation indexes systems,
used analytic hierarchy process, quantitatively analyzed interest and price of enterprise’s project based
on experts' experience, gave every index weight. At last, accounting to price and interest of different
project, made decision of enterprise. 15

0 Introduction
More and more resources and energies are exploited from the earth by traditional production
mode. A large number of wastes and pollutions were discharged to environment in the process of 20
production and consumption. While the productivity is improved, social environment and
ecological environment have also paid severe costs. Ecological industry chain is an industry chain
or network which is composed of many industries with ecological dependency relationships. It is
different from the traditional supply chain because it has attributes of the natural ecosystem.
Enterprises alliance is constructed by the link of resource, and there are no wastes in the ecological 25
link. The byproducts of a plant are the raw materials of another plant. A closed-loop system can be
even formed by this kind of material flow [1]. We called it as the ecological industry chain.
Ecological industry chain provides a new approach for environment protection, efficient usage of
resource, and sustainable development.
1 Price view of ecological industry chain 30
Price is a concept of economics and means necessary expenses to obtain something. It is
sometimes the same as “cost”. “Cost” is price in a narrow sense, price is the extended sense of
cost [2]. Reasonable price is that someone makes efforts or sacrifice to meet his own survival and
development. In Yuan Jifu’s opinion, price is the substance, energy and sacrifices for some aim
[3]. Mo Guanghui thought, price is one kind of phenomenon in the process of society development 35
on the philosophy view, it is human(body of society development) physical or mental pay for
realizing of society development or the negative consequences. The pay or negative consequences
are the contrary to the aim value of human being, and also are the driving force of society
development [4]。Price and development are the two aspects of close relationship in human society
practice. Development is the process of things is going to successful or complete, it is the 40
“obtain process”. Price is the loss in order to obtain some interest, it is the “loss”. Price an
development are the dialectical [5]. In Wen Yuzhong’s view, price of society development is the
cost of the development, including consumption of resources, energy, friction of the social

relationships, and the pay of the person’s physical, mental ,energy and even their lives. It is the
one associated area with society development, it means cost and negative consequences or 45
negative effects of society development process. Roman Club described price of developed
industrial society from the point of environment, resources and population, and determined that
purpose of the organization was fighting for heavy price of development, enhanced understanding
of “human price” or “human predicament” [6]. Yuan JIfu discussed price status in development
from that price and development are results and reasons each other. Every price is the pay for 50
development and a form or rules of development, development is in the conflict between progress
and price [7].
We studied industry development from price view, because price study before it comes into
being is more important than after it happened. Specifically, it is examining the industry
development behavior by accounting and forecasting of price, and that is very rational to choose 55
industry development way and aim. A rational body must consider price problem when it wants to
obtain some interest. What is the price is the best price to pay? From the body view, the most ideal
situation is to obtain best results by most few and effective cost. So we can say that process of
industry development is exchanging progress with price. All kinds of development way must pay
price. People can take action to reduce price, but reducing price also generate new price. So 60
decision maker must consider price. Since all industry development way must pay for price, then
price must be considered when people make decisions. Price can guide people’s choice.
2 Interest and price indexes systems
As a rational economic agent, enterprise always consider the interest and the price when
strategic decisions are made. Traditionally, price always be accounted as economic cost. 65
Current ,business social responsibility is a very important problem to both national macro-control
and business micro-economy. Enterprises obtain interest by producing goods, social environment,
resource environment and energy environment problems must be considered. An activity or
investment of enterprise can bring economic interest, social environment, resource environment
and energy environment should not be more worse. 70
In the paper, enterprise is study object Not only economic interest but also price must be
considered when enterprise makes strategic planning. On the price view of ecological industry,
interest is more than price, enterprise can obtain interest. Ecological industry is a very complex
system, many indicators and factors are used to evaluate it, and these indicators influence and
restrict each other, evaluation index system is formed by these indicators. Interest and price 75

3 Interest and price indexes systems of an example
Based on analysis of above enterprise’s price and interest, there are three options as
alternatives. Program Ⅰ.as traditional thermal power enterprise, it has not any emissions reduction
methods and does not buy any recycling facilities and equipments, maintains characteristics of the 90
traditional thermal power under now prevalence of low-carbon economics. Program Ⅱ. In order to
reduce carbon emissions, hydroelectric power is used. Water is used to generate power, power is
used to serve for water, power is used to nourish forest, the virtuous cycle is formed in ecological
industry park Water after generation power can be used to develop water rafting project,power and
water diversion uphill successfully develop ecological industrial park project. 95
By these technologies, it is estimated that energy consumption reduced by 40%,carbon
income increased by about 30%, solid waste emissions decreased by about 30%, investment of
reduce pollution increased by 40%.program Ⅲ, The thermal power plant is core plant, potentially
symbiotic relationship in the region mainly are as follow: (1)fly ash produced during power
generation are sold to the nearby cement plant,(2)Food composting program: composted material 100
is byproducts of employees meals every day, composts are sold to farmers nearby.(3)A variety of
recycling and reuse company, which handle the paint boxed, renovate tire and fuiniture. By these
methods, it is estimated that solid waste emissions reduced by 50%, waste gas emissions reduced
by 10% and invested funds increased by 20%.Analysis process is shown as and

As is known by above calculation,vector sorted by implementation interest is( ,
,)T,vector sorted by implementation price is(,,)T, so sequence
sorted by interest is program Ⅱ,programⅠ,program Ⅲ. Here interest is belong to first year of
investment. Price of program Ⅱ is the most, and interest is the most too. It is should be pointed 120
out that investment often happen in the first year, there is little difference in the followed years, so
this results reflect interest and price of only the initial investment year.
4 Conclusion
We studied industry development from price view, because price study before it comes into
being is more important than it happened. There are four sub-systems in the paper, economic, 125
social, environment and energy sub-system. Price and interest of the four sub-system are evaluated
by indexes system in the paper. Price and interest are calculated as example of the paper, we can
obtain the sequence of many program by the method.

基于代价观的生态工业方案决策分析研究

摘要:本文从代价观视角对企业生态工业投资进行了定性与定量的研究,提出工业发展代价
理论的研究,最有意义的部分不是代价发生后的处理,而是代价发生前的预防。代价应该指
导并制约人们的选择。然后分别以经济、社会、环境、资源四个子系统为核心,构建了企业
的效益与代价的评价指标体系,考虑专家经验,运用层次分析法,为每个指标赋予权重,然155
后运用效益与代价指标体系,对企业方案的效益与代价分别进行量化分析,最后根据不同方
案的效益与代价的比值进行方案决策选择。
