THE EXISTING SITUATIONQian Hai is located at the western edge of the City of Shenzhen at a key location in the Pearl River Delta. The site is approximately 18 square kilometers in size, and is primarily comprised of reclaimed land. Historically the area has served as the working back door of Shenzhen. However, since 2000 there has been a concerted effort to transform this area into a new CBD for Shenzhen, allowing Qian Hai to take its place alongside Futian as the primary commercial and business district of Shenzhen Urban Development Strategy 2030 proposes to transform Qian Hai into a new service and logistics center. THREE CONTEXTSAs one considers the redevelopment of the Qian Hai territory, planning propositions should be viewed from the perspective of three particular contexts related to three particular scales of the territory: ECONOMICQian Hai is strategically located within the Guangdong - Hong Kong - Macau mega-region at the edge of the Pearl River estuary. This unique geographic location at the center of the economic engine of China, equidistant from both the Hong Kong and Shenzhen airports, places Qian Hai as a prime location for the development of a new, vibrant, sustainable, 21st century urban district. URBANThroughout its rapid growth over the last 30 years, the City of Shenzhen has continued to move west, from Luohu to Futian, and now to Qian Hai. Here, for the first time, Shenzhen can interface its rapid economic and urban growth with the potential amenity and iconicty of its western waterfront. Shenzhen has the opportunity to transform Qian Hai from the City’s back door, to its new, iconic, internationally recognized Shenzhen is home to a large area of ecological preserve, and some of the finest urban landscapes in China, the Qian Hai territory can be characterized as being ecologically fractured and overwhelmed by industrial processes. THREE PRIMARY CHALLENGESBased on our initial visits to the Qian Hai territory and our subsequent analysis of the existing urban situation, three primary challenges emerge when considering the revisioning and transformation of Qian Hai:SCALEThe first is the sheer scale of the project site. At more than 1,800 hectares (4,500 acres) the site is roughly one-half the size of the island of Manhattan. Therefore, any successful solution to the challenges presented by Qian Hai must offer a robust and resilient strategy for the planning of the site that will allow for changing priorities and development pressures over CHUNKSThe second challenge to transforming the Qian Hai site is the presence of a number of large infrastructural elements scattered throughout the territory. These include the metro depot currently under construction, the existing water treatment facility and the bonded port area. Most of these existing structures must remain, forcing any proposition for the site’s development to confront what could be considered undesirable or obtrusive QUALITYThe final challenge facing the transformation of Qian Hai is the exceptionally poor quality of the water in the harbour which will directly impact the urban environment adjacent to it. The quality of the harbour water is a result of the building of the Dachan Port which has limited water circulation in the harbour, and the continuous upstream contamination of the rivers and channels emptying into Qian Hai harbour. CREATING THE WATER CITYWe propose a new and vibrant 21st century city for the Qian Hai district of Shenzhen – a new city that is dense, compact, mixed, sustainable and centered around the area’s most important resource – water. The great opportunity in the Qian Hai district is the occasion to embrace the water as the defining feature of the territory’s identity. This watery identity is not solely about a post-card view of the harbour, but an approach to processing, remediating and enhancing the water on site and in the harbour that is environmentally innovative, while simultaneously generating a wide range of watery urban environments throughout the territory’s 18 square kilometers. In considering Qian Hai, Shenzhen should aspire to create a waterfront city that rivals Hong Kong, Sydney, Vancouver and Barcelona in its quality, character and globally recognizable physical, economic and cultural this aspiration, the successful planning proposal for Qian Hai cannot resort to convention, privileging buildings over landscape, or infrastructure over ecology. Rather the successful urban plan must outline a strategy that synthesizes these systems in order to create a robust and resilient urban matrix capable of continual adaptation, transformation and revision. This design proposal achieves this synthesis in a memorable, creative and realizable way. The proposal breaks down the massive territory of the site into five manageable development sub-districts through the introduction of five Water Fingers that extend along the line of the existing rivers and channels, connecting the adjacent city perpendicular to the water’s edge. These Fingers hybridize an innovate hydrological infrastructure and an iconic public realm, serving to process and remediate on site water, while simultaneously expanding the amount of development frontage and creating a series of public open spaces that structure and organize the development of the overall Qian Hai urban fabric within each development sub-district takes the scale of the typical Shenzhen block as a cue, but breaks it down further through the introduction of a tertiary network of roadways and open space corridors in order to promote pedestrian movement, avoid the isolation of the super-block format, and generate a diverse range of urban neighborhoods within each result is a hyper-dense, ecologically sensitive urban territory that offers an iconic waterfront, diverse building stock, cultural and recreational destinations, as well as a series of one-of-a-kind public open spaces that are all easily accessible from any point within Qian Hai. 10 WATER CITY | International Consultancy of Conceptual Planning of Qian Hai Region

WATER FINGERSඣุᆜᇍཌྟўඣሼIn order to embrace the water as the defining feature of the Qian Hai territory’s identity two structural modifications must be made to the existing site in order to improve the ecological and aesthetic quality of the harbour:The first is processing and filtering the water entering the harbour from the existing channels and rivers in order to improve its quality. To accomplish this, we propose the introduction of a series of 5 mega-scale water filtration fingers that function as remediation infrastructures for the entire site, processing both the water flowing through the channels and rivers, as well as the stormwater run-off of the entire 1804 second structural modification involves increasing the overall water circulation in the harbour since it has been significantly diminished by the introduction of the Dachan Port.
