Special conditions
-新颖和独特设计且现行规章未包
括对它的足够或适当的安全要求
- For novel and unusual design feature
and the current airworthiness standard do not contain
adequate or appropriate safety standard

Ⅰ 申请人的资格
Eligibility
任何出口国适航当局颁发的型号合格证书的持有人
Any holder of TC issued by the exporting authority
Ⅱ 进口航空产品型号认可审定
Validation of TC(VTC) for imported products
Ⅲ 任何航空产品如预进口并用于民用航空活动时，
均必须取得民航总局颁发的型号合格证
Any products imported for the first time and to be used for
civil aviation purposes must obtain VTC issued by CAAC.

三、生产许可审定
PRODUCTION CERTIFICATION

Ⅰ申请人的资格 Eligibility of applicants
申请人需持有下列文件之一：
Applicants hold one of the following document:
1，型号合格证或型号设计批准书;
Current type certificate or type design approval
2, 型号合格证的权益转让协议书;或
Right to the benefits of that TC under a licensing
agreement; or
3, 补充型号合格证或改装设计批准书
A supplement type certificate or modification design
approval
Ⅱ 申请人必须建立并保持一个质量控制系统，以确保
产品的每一项目均符合相应型号合格证书的设计要
求。
Applicant must show that he has established and
maintain a quality control system for any product，so
that each article will meet the design provisions of the
the pertinent type certificate.
Ⅲ 生产许可审定和监督程序
Production certification and surveillance procedure
Ⅳ 生产许可证及许可生产项目单
PC and Production limitation record
许可生产项目单作为生产许可证的一部分与生
产许可证一同颁发，列出准许持证人制造的每
种产品的名称、TC证号和批准生产日期
A production limitation record is issued as part of PC.
The record lists each product and TC and the date that
the applicant is authorized to manufacture under the
term of the PC.
Ⅴ 持证人的责任
Responsibility of holder
1, 确保系统符合批准的资料和程序
Maintain the quality control system in conformity with
the data and procedures approved
2, 确保每一产品符合经批准的型号设计并出于安全
可用状态；
Determine each product conforms to the approved
design and is in a condition for safe operation
3, 对转包制造人进行监督和检查
Conduct surveillance of all his subcontractors
4, 履行要求的报告职责和措施
take a report to CAAC according to and
necessary corrective action if any defect is found

四、材料、零部件和机载
设备审定
MATERIAL,PART AND APPLIANCE
CERTIFICATION
材料、零部件和机载设备的批准方式包括技术标准项目
批准书（CTSOA)和零部件制造人批准书（PMA)，均随航
空器型号合格审定一起批准
A material, part and appliance may approved by CAAC
technical standard order authorization(CASOA) or Part
manufacturer approval(PMA) In conjunction with a type
certification process for a product.
技术标准项目批准书(CTSOA)
CAAC technical standard order authorization(CTSOA)
技术标准规定(TSO)—某些材料、零部件和机载设备的最低
性能标准,构成CCAR37部的一 部分
TSO is a minimum performance standard for specified article
used on civil aircraft. Each TSO is a part of CCAR37
TSOA包括设计和生产批准
TSOA is a design and production approval
零部件制造人批准书（PMA)
Part manufacturer approval(PMA)
民航总局颁发给供安装在已获型号合格证或型号认可证
的航空器上作为加改装或更换用的材料、零部件和机载
设备的制造人的设计和生产批准书
PMA is a design and production approval for a modification
and replacement part for sale for installation on a type
certificated product
