根据招标文件,桩型分别为 6 根 PHC 700 AB(130)和 6 根 PHC 600 AB(130)两种
桩型,共 12 根预应力高强管桩。
According to design clarification, three working places are ready for pile foundation construction
at present, they are: 01194 Phenoxide product tank filed, o2194 Sulfonate product tank filed and
06191 Polyisobutylene Succinic Anhydride product filed. Totally there are 262 pieces of tubular
piles which are all preloading high-strength concrete tubular piles and are uniformly PHC 500
AB (100 ) type.

(1) Type, length and quantity of the tubular piles are calculated based on current
drawings. The final data will be based on formal design construction blue print.
(2) Each pile position should be numbered like Z1、Z2、Z3 one by one based on unit
works. The pile position numbering illustration is shown in the construction records and
kept in the handover documents.
3. 施工组织部署 Construction Organization Allocation
施工技术准备 Construction Technical Preparation
(1) 资料收集 Data Collection
自然条件:地质条件;施工图及有关文件;国家、地方、行业相关法规。
施工条件:场地概况;施工道路;地上、地下各种管线位置。
Environmental condition: geological condition; construction drawings and relevant
document; relevant national, local and industrial laws and regulation。
Construction condition: site profile, all kinds of above-ground and underground pipes
locations.
(2) 制定技术方案。正确掌握设计意图,统一技术人员的一致认识,分析施工特点,考
虑场地施工条件,制定出合理、可行且符合技术要求的技术方案。
Compile technical plan. Work out reasonable, feasible and technically-consistent
technical plan through correctly master design intention, unify technicians’
understanding, analyze construction characteristics, and consider site construction
condition.
(3) 控制点、水准点的设置。复核测量基线、水准基点。应设置稳固的场内控制点。在
施工区域附近位置设置控制点、水准点,对控制点进行加固,设立可靠标志,以防
破坏。
Set up of control point and bench mark. Double check measuring base line and bench
mark. Stable control points should be established within the field. Set up control point
and bench mark near construction area. Reinforce the control point and set up reliable
signs to avoid damage.
(4) 技术交底。对凡与本工程质量有关的施工人员在施工前进行技术交底,明确工程质
量目标,吃透技术方案,掌握质量控制标准和保证质量的控制点。
Technical clarification. Technical clarification to all the quality-related construction
personnel in this project prior to their work to clarify project quality objectives, making
them fully understand of the technical plan, grasp quality control standard and assure
control point to guarantee quality
(5) 测量器具标定。开工前标定量测器具,包括水准仪、经纬仪的精度,钢尺器具的
精度,误差必须在允许范围内。
Measuring instrument calibration. Calibrate measurement instrument prior to work,
including accuracy of spirit level, theodolite and steel tape. The error must be within the
allowed range.
(6) 人员培训。对所有参与本工程的施工人员进行培训,并核发本项目上岗证,坚决杜
绝无证上岗。本项目培训按公司程序文件执行,培训的重点有三方面,即:技术培
训、施工作业培训、安全培训。
Personnel training. Training for all the construction personnel involved in this project and
award them with certificate of this project. Completely eradicate working without
certificate. Project training is implemented according to company procedure which has
three main aspects that are: technical training, construction operation training and safety
training.
1)技术培训 Technical Training
培训对象:技术人员、施工作业人员、后勤保障材料供应人员。
Target participants: technicians, construction personnel, logistic guarantee material supply
personnel.
培训内容:技术要求、施工技术方案、质量目标、预防性技术措施、质量控制标准、
常见问题处理措施、各类事件处理程序与记录、质量管理奖惩规定。
Training Content: technical requirement, construction technical plan, quality objectives,
preventative technical measure, quality control standard, Frequently Asked
Questions treatment, measures, treatment procedure and record for various of
incidents, quality management reward and penalty previsions.
培训方法:由项目技术负责人负责,采用集中学习的方式。
Training method: charged by project technical leader and apply classroom study.
2) 施工作业培训 Construction operation training
培训对象:施工作业人员、参与项目人员、技术人员。
Target participants: construction personnel, project personnel and technicians.
培训内容:施工组织、施工作业指导书、施工管理规定。
Training content: construction organization, construction operation instruction, construction
management previsions.
培训方法:由施工经理负责,采用集中学习的方式。
Training method: charged by project technical leader and apply classroom study.
3)安全培训 Safety training
培训对象:本项目所有参与人员。
Target participants: all the personnel in this project
培训内容:安全目标、安全技术措施、安全细则、安全管理及奖惩规定。
Training content: safety objective, safety technical measure, safety detailed rules and
regulations, safety management and reward & penalty previsions.
培训方法:由安全工程师负责,采用集中学习的方式。
Training method: charged by project technical leader and apply classroom study.
以上三部分培训,由项目技术总工主持,项目部成员需参加,培训后,由项目经理核
发培训上岗证。
Project technical chief engineer is in charge to host the three trainings mentioned above, project
department member attend the trainings. After the training, project manager should check and
award them with certificates.
(7)桩机在使用前,必须将桩机的产品合格证,参与桩机施工人员的资格证,测量仪器
(全站仪,经纬仪,水准仪),仪表(压桩压力表,夹桩压力表)等材料报送。审核合格
后方可进行施工。
Before the pile driving machine is put into use, the conformance certificate of machine,
qualification certificate of operators, the certificates of measurement devices such as total station,
transit instrument and leveling instrument and apparatus like pile pressing pressure meter and
pile clamp meter should be submitted. After their approval, the construction can be allowed.
施工现场准备 Project Site Preparation
(1) 现场设立水、电接口,场内设置分水管和分电缆,保证供水、供电量满足施工要求。
Set up water, electrical ports on site. Set up branch water pipe and electric cable to
guarantee water and electric supply meet construction requirement.
(2) 规划施工通道(见总平面图),确保机具设备、材料顺利进场。
Plan construction access way(see master plan) to guarantee the delivery of tools,
equipments and material.
(3) 对施工现场进行整平、压实处理,确保施工顺序进行。
Level and compact construction site to guarantee the smooth implementation of
construction.
(4) 施工现场实行封闭管理、非施工人员不得擅自进入。
Implement closed management on construction site to prevent any non-construction
personnel from entering.
(5) 设立临时材料堆放场地,临时材料应选择在桩基施工区域周围,以不影响正常桩基
施工的就近原则进行材料的堆放。管桩材料应堆放平稳。
Set up temporary material stacking area. The temporary materials should be put around
the piling area and stacked for convenience of materials handling. Tubular piles should
be placed smooth and steady.
(6) 现场人员应挂牌上岗,必须戴安全帽,穿工作鞋,文明施工。
Site personnel should work with certificate and wear safety helmet and working shoes to
create a civilized working environment.
施工物资准备 Construction material preparation
(1) 本工程所用管桩,由项目部选择几家管桩生产厂家,并将厂家资料报验至 WPC 处,
经项目部、WPC 对厂家进行考察后,根据考察情况确定合格供方,并报 WPC 确认
后,方可实施采购。
Tubular piles manufacturers should be selected by PM. And the PM will submit the
information about manufacturers to WPC. The vendors are to be determined after an
examination jointly by PM and WPC. Furthermore, after the list of vendors must be
submitted to the WPC for approval, the procurement can be allowed.
(2) 先落实货源,再按计划采购供应,陆续进场。必须注意 PHC 管桩的采购周期,应
提前预订制作,以保证工程进度不受影响。
Implement product source before taking purchase procedures and delivery. Bear in mind
purchase period of PHC tubular piles and place order for manufacturing before hand to
guarantee project progress.
(3) 采购产品的验证。对采购产品的验证有多种方式,如在供方现场检验、进货检验试
验,查验供方提供的合格证据等。项目部将保证所有采购的物资符合设计文件、标
准、规范、相关法规及合同要求。管桩材料进场后,及时进行报验,并按规定抽样
检验试验,作好检验状态标识,只有检验合格的材料才能使用。管桩材料堆放区域
要用警示带加以警示。
Product Verification. There are many ways to verify the purchased product, such as
supplier site testing, product delivery testing, certificates from supplier checking and so
on. Project department should guarantee all the purchased material comply with design
document, standard, regulation, relevant laws and regulations as well as contract
requirement. Timely report for acceptance after Tubular Pile material delivered and take
samples for testing according regulation. Properly identify the material for test and only
use the material when it has been approved from test. Storage area for tubular piles shall
be fenced with caution line.

工程进度计划 Project Progress Plan
根据目前图纸到位情况,安排一台静压桩机进行本工程管桩施工,随着工程的进展,
项目部会根据实际情况对桩机的数量和人员进行相应的增加,以确保桩基工程按照计划工
期要求完成。施工进度会根据现场进度偏差会作相应的调整。初步进度计划如下:
According to the drawings in hand, we will temporarily dispatch five nos. of static pressure pile
pressing machine. With progressing of works, the PM will add the machines and staff
correspondingly in order to ensure the planned schedule. The construction schedules will be
adjusted according to the actual schedule deviation. The initial schedule plan is as follows.

Firstly, Phenates finished product tank farm (93 nos. of piles/9 days)
Secondly, Sulfonates finished product tank farm (78 nos. of piles/7 days)
Thirdly, Da PIBSA finished product tank farm (91 nos. of piles/9 days)
每一片区的打桩顺序:从一端向另一端施打,尽量减少挤土效应对管桩的影响。打桩
前,应在图上标出每根桩的编号,施打顺序和行走路线。
The sequence of driving the tubular piles under every tank foundation: The tank foundation
is divided into two parts. We are firstly to drive the half and secondly to drive the adjacent half.
Besides, we are to drive the piles from the middle to the surrounding symmetrically in order to
reduce the effect on piles caused by earth squeezing effect. Before the piles are driven, we will
mark the number of each pile, driving sequence and routes on the drawings.
5. 施工测量 Construction Measurement
测量一般要求 General Requirement for Measurement
施工测量贯穿于整个施工过程中,且与工程质量及施工进度有着密切的联系。测量人
员必须了解设计的内容、性质及其对测量工作的精度要求,熟悉图纸上的尺寸和高程数据,
了解施工的全过程,并掌握施工现场的变动情况。各测量控制点的标志必须埋设得特别稳
固,并做到妥善保护,经常检查和复测,如有损坏或移动,应及时处理。
Construction measurement goes throughout the entire construction process and tightly related
with project quality and construction progress. Measurement crews have to understand design
content, character and the accuracy requirement in measurement, they have to be familiar with
dimension and elevation data on the drawing, master the entire construction process and master
construction site changes. Signs of all measuring control points must be buried and set up stably
and well protected. Frequently check and re-measure the signs to take timely measurement in
case of damage or movement.
测量控制原则 Measurement Control Principle
为了保证各桩在平面位置和高程上都符合设计要求,应遵循“从整体到局部,先控制
后细部”的原则。经常进行外业和内业的校核工作。
Have to follow the principle of “from general to local, control first and then detail”, conduct
checking between external and internal work frequently.
测量方法 Measurement Method
(1) 采用极坐标法逐个测放各点,测放后进行自检,自检合格后报验。
Apply polar coordinate method to measure and set up each point and then conduct
self-checking before report for acceptance inspection.
(2) 施测前的准备工作。施测前应熟悉总平面图、桩位布置图及与定位测量有关的技术
资料。了解桩位的平面布置情况和高程要求,根据施工区域在总平面布置图上的位
置和采用的坐标、高程系统,确定各桩位具体坐标并进行复核。深入现场了解场地
内控制点布置情况,根据场地条件,确定施测方法,确定测站点,并进行必要的内
业计算。
Preparation work prior to construction measurement. Get familiar with general plan
drawing, pile layout drawing and relevant technical documents related to positioning
measurement. Comprehend piles location plan layout and elevation requirement.
Determine coordinates of each pile and double check them according to construction
area’s location on the general plan drawing and apply coordinates & elevation system.
Comprehend site internal control points layout and determine construction measurement
method and measurement point according to site condition and conduct necessary
internal work calculation.
测量质量标准 Measurement Quality Standard
(1) 轴线应从基准点引出,控制点的位置应不受打桩影响,数量不少于 2 个。
Axis should be directed from bench mark. Control points are free from piling influence
and the quantity should be no less than two.
(2) 控制桩应作系统检查,每根桩施工前应检查桩号是否正确,桩位与桩位之间相对尺
寸是否正确。
Check control pile systematically and should be no less than once every ten days. Check
the pile number and space between piles before construction.
(3) 桩位测放时允许偏差 20mm,对位允许偏差 50mm,预制桩桩顶标高允许偏差
-50~+100mm。
Allowable error for pile measurement & set up is 20mm, allowable error for counter
position of piles is 50mm. Top elevation of pre-loading pile allowable error is
-50~+100mm.

施工方法 Construction Method
桩位放样 Pile Location Set Up
利用全站仪或经纬仪配合钢卷尺将每个桩位坐标放到实际地面,用竹签或30cm钢筋定
位、撒上白灰作为醒目标记,精度±2cm。考虑到施工机械或运输车辆会破坏已放桩位点,
故准备采取放一部分桩位,打一部分桩的方法,以保证桩位点的可靠性。桩位点测放后应
经监理人员确认,方可施工。
Use total station or theodolite in combination with steel tape to set up coordinate of each pile on
the ground, position with bamboo stick or 30cm rebar and mark with lime. The accuracy should
be ± that construction machinery or transportation vehicles will damage the pile
set up, it is planned to conduct pile set up and piling part by part to guarantee the reliability of
pile position. Piling position have to be confirmed by supervisor before construction.
桩机就位 Piling Machine In Position
平整场地后,移动桩机到达桩位,对桩位必须进行复测,保证准确无误,保证桩机平
稳、牢固。
After the site is leveled, mobilize the piling machine to the pile position. Double check the
position and make sure the machine is stable and firm.
管桩堆放 Tubular Pile Stacking
空心管桩进场堆放场地应坚实、平整,以防不均匀沉降造成桩损坏,同时采取可靠的
防滚、防滑措施,空心管桩堆放不应超过三层。
Site for hollow tubular pile stacking should be solid and level to prevent damage to the pile due
to uneven settlement. At the mean time, apply reliable anti-rolling and anti-slipping measures.
Don not stack hollow tubular piles for more than three layers.
吊桩插桩 Pile lifting and planting
预制桩的起吊采用桩机自带吊钩一点法起吊,吊点位置为距桩顶2~3m处,保证起吊
平稳,防止撞击和受震动。
Lift the prefabricated pile at one point with the hook on the piling machine. The lifting point is 2
to 3 meters from top of the pile to assure the stable lifting and prevent from collision and
vibration.
如果距离超过2~3m,将安排一台挖掘机配合送桩。
If the distance exceeds the scope ranging from 2 to 3m, one excavator is used to assisting the
lifting of the pile follower.

第一节管桩起吊前,应先将十字型闭口桩尖满焊,保证不脱落;桩尖应位于管桩中心,
避免沉桩过程中出现偏心受力现象。
Before lifting the first segment of tubular pile, the full welding for cross-shape closed pile toe
will be firstly executed in order to avoid dropping. Pile toe should be located at the center of the
pile to avoid eccentric stress during pile sinking process.
压桩过程中,上节桩、送桩器的吊装不得同时进行。
At the course of pile pressing, the pile following cannot be done simultaneously with the
lifting.
在吊装管桩的过程中。桩的尾端需要栓遛绳,便于控制在吊装过程时桩的移动。
In the process of lifting pile, end of pile shall be tied with rigging in order to control swing of
pile.
垂直度调整 Verticality Adjustment
将桩尖对准预先埋设在桩位上竹签或钢筋。距桩机10m左右,成90°方向设置经纬仪各
一台,从桩机就位时,压第一节桩的垂直度偏差不得超过%,至接桩第三节止测量导杆
和桩的垂直度,桩身应垂直,底桩垂直度须保证,桩帽及送桩杆应和桩身在同一直线上,
桩入土垂直度偏差不得超过%,作好质量记录,当垂直度超标,马上采取纠偏措施。
Aim the pile toe at the bamboo stick or rebar and set up one theodolite ten meters from the piling
machine and at each side of 90 degree angle from the machine. When the piling machines are
positioned, the verticality deviation of pressing the first segment of pile cannot exceed %.
Check guiding rod and pile verticality, pile body verticality from the first segment of pile to the
third segment of pile extension. The pile body must be vertical. Assure bottom pile verticality,
pile cap and pile feeding pole should be at the same line with pile body. Verticality of the
embedded pile should not be exceed %. Properly take quality record and apply immediate
modification measures in case of verticality error exceed standard.
静压沉桩 Static Sinking Pile
桩位置及垂直度经校正后开始沉桩,使用桩箍将桩嵌固在桩架卡具中,保持压桩机垂
直压桩。沉桩施工过程中,应随时注意保持桩处于轴心受压状态,如有偏移应及时调整,
以免发生断桩质量事故。每根桩应连续施工,间歇时间不宜太长,一根桩不宜分两天施工,
沉桩过程中遇到较难穿透的地层时,接桩宜在桩头穿过该层后进行。
Verify pile location and verticality and then start pile sinking. Use pile ring to fix pile in the pile
frame clamp to make sure pile driving machine drives the pile vertically. During pile sinking
construction, make sure the pile is pressed at the axis all the time. Timely modify the offset
problem to prevent quality accident such as pile breaking. Construction of pile should be
continuous and avoid long time interval, it is suggested not to construction one pile in two days.
When it comes to layer that is hard to penetrate during pile sinking, pile extension should be
made after the penetration.
沉桩过程中遇块石的应急处理措施 Emergency countermeasures against heavy stones
during pile sinking
沉桩工艺选择了静压法施工,利用静压桩机的特点控制沉桩时的下沉速度,如果沉桩无
法下沉时,则等设计确认是否需在其它地方进行补桩。
The method of static pressure is adopted for pile sinking. By the features of static pressure
piling machine, we can control the sinking speed. If the pile can not be sank, remedial piles at
other location shall be adopted with the confirmation of Design Company obtained.
当沉桩过程中遇块石(通过观察桩机配备的压力表,压力值出现突然升高),此时需
纪录压力表的最大读数,将按如下步骤处理:
During the sinking, the piles run into the heavy stones (By observing the pressure meter, we
can watch the sudden rising of pressure values.) At this time, the maximum figure should be
recorded. The solutions are as follows.
1、沉桩时注意查看压力表的变化,如果压力表的读数变化不大且最大值不大于所纪录的
压力表值,可继续采用慢速沉桩,如果该方式仍然不能顺利下沉,将桩机移至下一桩
位施工,根据块石的深度进一步采取处理措施。
During sinking, the changes in the pressure meter should be watched. If the changes of
figures in the pressure meter is not large and maximum value is no more than the recorded,
the pile sinking in slow speed is executed continuously. If the sinking cannot be executed
smoothly with adoption of such method, the piling machine should move to the next
position. The solutions are made according to the depth of heavy stone.
2、 如果块石的深度不大于 ,建议采用挖掘机开挖的方式将块石挖出,采用粘土回填
后再次沉桩。
If the depth of heavy stone is no more than , the digging machine is adopted to dig out
the heavy stones. After the backfill with clay, the pile sinking is done again.
3、如果块石的深度大于 ,建议采用冲击桩机冲击成孔的方式施工导向孔,成孔直径
不得大于桩的直径,导向孔的深度以穿过回填层为宜,导向孔施工结束后需采用粘土
先回填,再将桩机移至该桩位沉桩。
If the depth of heavy stone is more than , the percussive piling machine is used for
punching into pilot holes. The diameter of formed holes cannot be more than the diameter
of piles and the depth of pilot hole should be more than depth of backfill layer. After the
construction for pilot hole is over, the clay is used for backfill. Then the piling machine
moves to this position for piles sinking.
接桩连接 Pile Splicing
(1) 根据设计要求,各节桩长应根据单桩桩长、国家建筑标准图《预应力混凝土管桩》
中有关规定及现场运输条件等实际情况确定,但每根桩的接头数量不应超过三个。
According to design requirement, length of each segment of pile is to be decided
according to single pile length, relevant regulation in National Architectural Standard
Drawing Pre-loading Concrete Tubular Pile and site transportation condition as well as
other real situation. But joints quantity on each pile should not exceed three.
(2) 当管桩需要接长时,其入土部分管节的桩头高出地面~。对接前,用铁刷子
等清理干净接驳面和破口。接桩时先将上节桩起吊至垂直悬空位置,上下节桩段应
保持顺直,错位偏差不宜大于2mm。
Upon pile extension, top of the buried pile segment should be to meter above
ground. Clean the connection surface and breaking area before connection. Lifting the
top segment of pile vertically in the air and align with bottom segment. The position
offset should not exceed 2mm.
(3) 校核好上节桩垂直度后,桩头连接采用CO2保护焊接方法,接桩前先将打入地下的
下节桩加上定位板,然后把上节桩吊放在下节桩端板上,依据定位板将上下桩接直,
上下桩如存间隙,应用楔形铁片全部垫实、焊牢,拼接处坡口槽边电焊应分层对称
焊接,焊缝应连续饱满(满足三级焊缝要求),空心管桩中心线与拼接空心管桩中
心线允许偏差不大于2mm。
Verify top segment pile verticality and then weld the pile ends with CO2 protective
welding. Install position plate on the bottom segment before pile connection and then
place top segment of pile on end plate of the bottom one, align bottom and top segment
of piles with position plate. Fill the gap in between with wedge-shaped iron plate and
properly weld them together. Apply layer symmetry welding for the groove. Welding line
should be continuous and complete (meet third class welding line requirement). Center
line offset between the hollow tubular pile and the extension hollow tubular pile should
not exceed 2mm.
(4) 先在坡口上对称点焊4~6点,待上下桩节固定后进行分层施焊。施焊用两人两台焊
机同时对称进行,焊接层数不少于两层,焊缝应饱满、连续,避免虚焊。应分两层
进行环缝焊,由两人同时对称焊接,确保消除应力变形。焊缝每层应检查,焊缝不
宜有夹渣、气孔等缺陷,每层焊缝接头应错开位置。焊缝应满足《钢结构工程施工
及验收规范》三级焊缝的要求。
Weld 4 to 6 point at the groove symmetric points and weld layer by layer after top and
bottom segment of pile are fastened. Conduct welding with two people and two welding
machines at the same time. No less than two welding layer. Welding line should be
complete and continuous. In order to eliminate stress deformation, carry out circular
seam welding in two layers and conduct by two people to weld symmetrically at the same
time. Checking every layer of the welding line to ensure there is no slag, air hole and
other defects. Welding line joint should be offset from each other. Welding line should
meet third class welding line requirement in Code for Steel Structure Engineering
Construction and Acceptance
(5) 接头焊接完后应进行外观检查,焊缝不得有凹痕、咬边、焊瘤、夹渣、裂缝等缺陷,
发现缺陷应翻修,但同一焊缝返修次数不得超过两次。
Carry out outlook inspection after joint welding is done. There should be no groove,
undercut, welding beading, welding slag, crack and other defects. Repair the work in case
of defect found. But there should be no more than twice repair on the same welding line.
(6) 接头焊接完,冷却时间不少于8min待接桩头冷却后方可继续沉桩。送桩直到设计标
高,桩顶标高用水准仪严格控制在规范要求范围。
Apply instant drying anti-corrosion and friction coat five minutes after the joint welding.
Cool the joint for another three minute after coat applied and then sink the pile again.
Send the pile till the design elevation. Use spirit level to strictly control pile top elevation
within regulation requirement. Meanwhile.
(7) 当压桩工作完成后,如需要截桩,可用电动截桩机进行截桩。桩口须用装有泥土的
编织带进行覆盖。并用警示绳加以明显标识并加以围护。
After the pile pressing is completed and if the pile cutting is required, the electrical pile
cutting machine is adopted. The pile opening must be covered with knitted bag
containing mud, with caution line fenced.
(8) 移到下一桩位。
Shift to the next pile location
(9) 送桩应采用专制钢制送桩器,不得将工程桩用作送桩器。
Specially-made pile follower machine should be adopted. The engineering pile cannot be
used as pile follower machine.
沉桩控制 Double Control on Sinking Pile
施工沉桩的控制方法:控制保证有效桩长。即桩长满足设计要求,可停止沉桩。
To ensure vertical loading capacity meet design requirement, apply double control in pile sinking,
that is to control construction final piling force should not be less than minimum piling force(two
times of design bearing capacity of single pile) and guarantee effective pile length. Minimum
piling force is determined according to test piling. During the construction, stop pile sinking if
pile length does not meet design requirement when reaching maximum piling force. Maximum
piling force is 4200KN. In case pile length meet the requirement while not reaching minimum
piling force, it is better to sink pile for another one meter. In the various fields, the minimum
tubular pile pressing value is two times as much as the single pile bearing force designed in the
corresponding drawings. If the two conditions mentioned above happens frequently, report the
situation to design unit timely to let design unit decide whether or not to take modification.
7. 质量保证措施 Quality Assurance Measure
质量岗位责任制度 Quality Occupational Responsibility System
项目经理是工程施工质量的第一责任人,各部门负责人是本部门质量第一责任人,各
施工队队长是本队施工质量的第一责任人,质量责任工程师和各专业责任工程师是各专业
质量责任人员。各单位要按分工认真履行质量职责,施工中严格按国家、行业、地方强制
性标准规范要求进行管理与验收。
Project manager is the first responsible person for construction quality, department leaders are
first responsible people for their own departments quality, construction team leaders are first
responsible people for their own teams quality, quality responsible engineering and responsible
engineer of each professional are quality responsible people for their own profession. Each unit
should rigorously implement their professional quality duty, manage and inspect their work
according to national, industrial and local mandatory standards during construction.
质量专项检查制度 Quality Specific Inspection System
(1) 严格实行“编制、审核、审批”制度:各专业施工技术方案由工程部专业技术负责人
审核,各部门联合会签,最后由项目总工程师审批通过后,报监理审批,通过后才
允许用以指导施工。
Rigorously implement “Compile, check and accept” system: construction plan of each
professional should be checked by specific professional technical leader in engineering
department, conduct joint signature of all department and send to project chief engineer
for examination and approval. After project chief engineer’s approval, send the plan to
supervisor for approval. The plan can be used for construction only after supervisor’s
approval.
(2) 贯彻“技术交底”制:对关键工序的施工,在开工前,必须由施工部组织专业工程师
对施工队进行技术交底,一般工序由施工队技术员对施工班组进行交底,并做好技
术交底记录。
Implement “Technical Clarification” System: regarding key procedure, organize
professional engineer to carry out technical clarification to construction team before
construction. Technician from construction team is in charge of ordinary construction
procedure technical clarification. Properly record technical clarification.
(3) 贯彻”质量大检查”制度:每周对施工质量进行一次全面质量大检查,根据检查结果,
遵照《质量奖惩细则》,每月进行一次质量奖评,奖优罚劣。
Implement “Quality Inspection” system: carry out one overall quality inspection each
week. Conduct one quality reward and penalty assessment every month based on weekly
inspection result and in accordance with Detailed Rules and Regulations for Quality
Reward & Penalty.
(4) 贯彻”质量分析会”制度:每月定期召开质量分析会,认真分析从施工现场收集到的
各种不合格信息,及时采取纠正和预防措施,排除质量隐患。
Implement “Quality Analyze Meeting”: host a quality analyze meeting once every month
to analyze all kinds of disqualification information collected on site and timely apply
correction and preventive measures to eliminate quality potentials.
(5) 贯彻“工序交接”制度:工序交接时,必须由相应专业专职 QC 工程师与上、下道工
序的负责人到现场进行交接品的质量验收,避免上道不合格品转入下一道工序。
Implement “Procedure Handover” system: upon procedure handover, specific full time
professional quality control engineer should have responsible people for previous and
future procedure on site to take handover item quality examination and acceptance.
Avoid disqualified item goes to the next procedure.
(6) 贯彻质量“三检制”:质量检查实行“自检为主,互检为辅”和“专业检查”相结合的原
则。
Implement “Three-inspection system”: implement “first priority in self-inspection,
mutual-inspection as supplement” and in combination with “professional inspection”.
(7) 实行“全过程监督”制:专职 QC 工程师、质量检查员每天挂牌在施工现场巡视,加
大监督力度。
Conduct “whole process supervision” system: full time quality control engineer and
quality inspector have to patrol on site with certificates to reinforce supervision strength.
(8) 实行”质量一票否决”制:对于质量低劣的产品,所有质检人员均可独立行使质量否
决权,对责任单位发出”黄牌”或“红牌”警告,并责令其整改,直至合格为止。
Implement “one vote in quality” system: regarding disqualified product, any of the
quality inspector can execute quality veto power independently to issue “yellow card” or
“red card” to warn the relevant unit and ask for rectification until it is qualified.
(9) 接受业主检查与监督:认真执行业主和监理公司下发的质量管理及监督制度。对业
主和监理代表检查发现的质量问题均应不折不扣及时进行整改,直到合格为止。
Accept owner inspection and supervision: faithfully implement quality management and
supervision system issued from owner and supervision company. Completely and timely
carry out rectification regarding quality issues raised by owner and supervision
representative.
(10)工程师及相关管理人员的资质应报批,包括增加的需持证上岗的人员和管理人员等
The qualifications of engineers and relevant management staff should be submitted for
review, including the additional staff and management staff possessing the certificates.
施工过程控制措施 Control Measure During Contraction Process
(1) 质量部负责按项目质量体系文件要求开展工作,各部门协调工作,加强施工过程中各
环节的质量控制,确保施工质量。
Quality department should implement work according to requirement in project quality
requirement. All departments have to coordinate to reinforce quality control in every link
of construction process to ensure construction quality.
(2) 质量部负责为施工生产有关技术人员配备必要的标准、规范及质量验评标准和检定
合格的计量器具。
Quality department has to equip relevant construction production technician with
necessary standard, provision and metering instruments for quality assessment and
inspection.
(3) 各施工技术方案必须经项目技术总工批准,并按项目要求向 WPC、业主报批。
All the technical construction plans have to be approved by project chief technical
engineer and then submit to WPC and owner for approved as specified by project
requirement.
(4) 施工前必须按要求进行施工技术交底,并填写技术交底记录。
Construction technical clarification is compulsory before construction. Fill technical
clarification record.
(5) 施工部负责施工现场组织协调,创造适宜的工作环境并组织实施工序交接。
Construction department is in charge of construction site organization and coordination,
create proper working environment and organize construction procedure handover.
(6) 采办部负责提供合格的生产物资和配备合适的施工生产设备、机具,并保证在用设
备、工具的良好性能。
Purchase department is responsible to provide qualified production material and proper
construction equipment, tools and ensure the good performance of current equipment and
tools.
(7) HSE 部负责对进入现场的作业人员进行 HSE 教育,办理施工作业过程的用电、动
火、用水及有关安全作业票;监督和实施施工过程的 HSE。
HSE (Health & Safety Education) department is in charge of HSE education to personnel
entering site and transact electricity, fire and water related safety operation certificate
during construction. It also in charge of supervise and implement of HSE during
construction process.
(8) 在施工生产中,发现有重大质量问题或有不按批准的质量程序文件进行作业的,
专业工程师和 QC 人员有有权暂缓施工,整顿合格并得到确认后得以继续施工。
Professional engineer and quality control personnel have the right to postpone the work
in case of major quality problem or inconsistent with the approved quality control
document during construction process. Resume the work after rectification and approval.
(9) 施工生产中,施工部和质量部对过程参数和产品质量特性进行监视、控制;施工检
验过程实行施工人员自检、过程交接检验(互检)、质量检查员专检,确保工程实
现质量计划规定的质量目标。
Construction and quality departments supervise and control process parameter and
product quality characteristic during construction process. Implement construction
personnel self-inspection, process handover inspection (mutual inspection) and quality
inspector inspection during construction to guarantee quality objective specified in
project quality plan.
(10) 施工过程中,严格执行国家有关规程、规范,严格管理制度及操作规程,按设计
要求施工,确保工程质量。
Rigorously implement relevant national regulation, provision, be strict with management
system and operation regulation, work in accordance with design requirement to
guarantee project quality during construction process.
(11) 及时抓好施工中的各工序质量,重点抓好焊接头质量、桩身垂直度控制等。
Timely guarantee procedure quality during construction. Pay special attention to welding
joint quality, pile body verticality control, etc.
(12) 承包商应配备专职质量检查员,负责打桩过程的质量控制。保证每一台桩机有一
个质量检查员。检查员应属于承包商自己的,并且独立于分包商。
Contractor should have full-time quality inspectors and order them to be in charge of
quality control work during piling. And EPC shall ensure one quality inspector is
responsible for watching one pile driving machines. The inspectors should belong to
Contractor and be independent of subcontractors.
(13) 配备的专职质量检查人员,试验人员,确保施工各工序都有质量控制和监督,按
照质量三检制要求,对各工序施工进行分级检查,最后由质检人员会同 WPC、建设
单位代表进行检查验收,合格签证后方可施工下道工序。
Designate full time quality inspector and testing personnel to guarantee quality control
and supervision in each procedure. Take grading inspection to each construction
procedure as per quality “Three Inspection System”. The work has to be finally inspected
and approved by quality inspector with WPC, representative from owner. Shift to the
next working procedure when qualification certificate is signed.
(14) 在施工过程中,各工序应有详细、准确的施工原始记录。
Detailed and accurate original construction record for each working procedure during
construction.
(14)打桩完成后,应对桩的位置和标高加以复测。如果偏差较大要及时与设计取得联系。
Location and elevation of pile shall be resurveyed after finished piling. In case that the
deviation is too large, designer shall be contacted immediately.

7.5 质量检测计划 Quality inspection & test plan
按要求,本工程桩基检测采用静载法检测及小应变检测两种。检测要求执行 JGJ106-2003
《建筑基桩检测技术规范》。
For this piling, the static loading method and small strain method are adopted for inspection
and test. The static loading method is considered for the whole plant and the ratio of inspection
& test is no less than 1%, and the detailed IT positions are to be specified by DI. While the small
strain method is considered for unit works and the ratio of IT is no less than 20%, and the
detailed IT positions are taken by Supervision Company at random. The IT requirements is in
accordance with JGJ106-2003, Building Piling IT Technical Specifications.
8. HSE 管理措施 HSE Management Measure
主要危险源及环境因素识别 Major Hazard & Environment Factor Identification
由项目经理组织技术、安全、施工等人员进行主要危险源及环境因素的识别,在此基
础上确定 HSE 管理及控制措施。本试桩过程中涉及的部分危险源,主要包括管理方面、用
电方面、高空交叉方面,主要危险源及环境因素评价及控制措施如附表所列。
Project manager organizes technical, safety and construction personnel to identify major hazard
and environment factors and then decide HSE management and control measure. The hazard
involved in this test piling mainly includes in the aspects of management, electricity,
overhead-crossover. Major hazard and environment factor assessment and control measures have
been shown in the attached diagrams.
HSE 管理措施 Management Measure
(1) 进入现场的所有人员经项目经理部安全教育,未经教育或考试不合格者禁止进入施
工现场。作业前进行安全技术交底,所有施工人员均须熟悉本施工方案及本工程内

All the personnel entering site have to take safety education from project manager
department. It is forbidden to enter site without taking education or failed to pass the
examination. Conduct safety technical clarification before operation to make sure all
construction personnel be familiar with the construction plan & project content and
follow the plan for construction.
(2) 特种作业人员应经培训取得操作证后方可上岗作业。
Special operation personnel should work after education and receive operation certificate.
(3) 施工用机具、设备、配电箱等必须经检查确认合格后方可进入现场使用。
Tools, equipments, distribution boxes for construction should be checked and confirmed
qualified before applied on site.
(4) 施工队坚持每周一的安全例会教育。班组每天班前进行安全教育,在分配施工任务
时向职工交待施工中的安全注意事项。
Construction team has to keep safety meeting education every Monday. Working team
has to conduct safety education every day before work and remind staff of the safety
items when assign work.
(5) 项目经理部坚持现场 HSE 监督,并组织定期、不定期的检查。
Project manager should adhere to site HSE supervision and organize regular or irregular
inspection.
(6) 桩机进场必须遵守现场 HSE 管理规定。
Pile drivers must comply with HSE provisions in site.
(7) 有关安全技术措施应与施工生产同时计划、同时布置、同时实施。安全技术措施不
落实的,不得进行下一步施工。
Relevant safety technical measures have to be planned, allocated and implemented at the
same time. It is not allowed to move to the next step of construction before safety
technical measures implemented.
(8) 现场的安全防护设施,任何人不得随意挪动,确实影响下一步施工的,需经项目经
理批准并采取补救措施,严防意外事故的发生。
No one is allowed to move site safety protection facilities at will. In case of obstruction
to the next step of construction, the mobilization has to be approved by project manager
and apply remedial work to prevent accident.
(9) 桩基施工时要严格许可证制度,办理各种作业票(吊装作业,热作业,夜间作业票
等)
License system regulations shall be strictly obeyed in the process of pile foundation
construction; various working bills are required before construction (bills for lifting, hot
work and night work, etc.)
(10)卸桩或吊桩时,周边要有警示,围护,防止伤害自己和他人。
During the pile unloading or lifting, the warnings and enclosures must be put up at the
surrounding so as to prevent the damages to the self and others.
HSE 技术措施 HSE (Health & Safety Education) Technical Measure
(1) 桩机施工前,要对桩基施工过程进行 JSA 分析。具体 JSA 分析由项目部 HSE 经理
组织技术、质量、HSE 相关人员进行,分析内容可参照附表《主要危险源及环境因
素评价及控制措施》。相应 JSA 分析表格式应执行 IPMT 的规定。
Prior to the piling, JSA analysis is required and done by technical staff, quality staff and
HSE staff under the leadership of HSE manager. Refer to the attached sheet titled Chief
Dangerous Source & Environmental Factor Evaluation & Controlling Measures about
details. The formats of corresponding analysis form should be in conformity with the
regulations by IPMT.
(2) 在施工过程中,施工人员必须具体分工、明确职责。施工前由施工负责人及时组织
技术人员向全体施工人员进行安全技术交底,并做好记录,接受交底的施工人员应
在记录上签字。
Construction personnel have to specify their working division and clarify their
responsibility during construction. Construction leader has to organize technicians to
conduct safety technical clarification to all construction personnel and make proper
record as well as to receive signatures from construction personnel in the clarification.
(3) 桩机进场应进行检查验收,合格并挂绿色“合格机械”标识牌后方可使用。
Piling machine has to be inspected after entering site. Hang green “Qualified Machinery”
on the machine after the inspection passed and launch it for operation.
(4) 打桩作业时,必须设立警戒区,防止其它无关人员进入。警戒防护范围大于桩机作
业坠落半径,焊桩人员在停止压桩后方可进入,焊桩人员撤离后方可压桩。
Set up alert area to prevent unrelated personnel from entering during piling work. Radius
of the alert protection area should be bigger than piling working dropping radius. The
staff welding the piles should enter the alert area after the pile pressing is stopped. Only
after the staff welding the piles demobilizes from the site, the pile pressing can be
allowed.
(5) 施工人员配备相应的个人防护用品,如安全帽、安全带、防护镜、劳保鞋、工作服、
绝缘鞋、绝缘手套等。
Equip the construction personnel with relevant personal protection equipments, such as
safety helmet, safety hardness, goggles, safety shoes, working suits, insulation shoes and
gloves and so on.
(6) 遇有六级以上大风、中雨、雷雨、大雾等恶劣气候时应停止打桩等作业。施工经理
在作业许可证上签字确认后方可重新开始作业
Stop piling work upon six degree or above gale, moderate rain, storm rain, dense fog and
other atrocious weather. Check, clean and apply anti-slippery measures on pile machine
body and its foundation before resuming the work. After the construction manager signs
on the operation permit, such works can be allowed.
(7) 桩机应配有专人指挥,统一协调各工种安全作业,各工种要听从指挥。
Equip specific person to direct the piling machine and unify direction signals. Uniformly
make coordination among the safety work of various working trades and let them to
follow the directions
(8) 现场临时用电严格执行 TN-S 系统要求,一机一箱一闸一漏。用电设备应完好,接
电可靠牢固,采用漏电保护器、接零双重保护。电工不准进行带电维修,电工操作
时,开关必须挂牌上锁,避免他人合闸造成事故。
Strictly implement TN-S system requirement on site temporary electricity which is one
machine-one box-one switch-one leak protector. Electric equipment should be intact with
firm power connection. Apply both leak protector and neutral connection protections.
Electricians are not allowed to repair while power is on. During their work, the switch
must be locked and marked with adoption of sign board so as to prevent others switching
on and cause accident.
(9) 夜间施工应保证有足够的照明,并有专职电工现场值班。
Guarantee sufficient lighting during work at night and have full time electrician to be on
duty on site.
桩机管理措施 Piling Machine Management Measure
桩机管理台帐 Piling Machine Management List
施工桩机的资料管理必须建立各台桩机的使用台帐,台帐应有下列内容:
Set up operation list for the document management of each construction piling machine. The
list should include the following information.
(1) 安装、拆卸的技术方案和安全作业技术措施;

桩机使用和维护 Piling Machine Operation and Maintenance
设备提供方应确保以安全的状态提供给施工现场使用。带“病”的桩机及缺少安全装置
或安全装置失效的机械设备不得进入施工现场。施工现场合理安排桩机的行走,水、电并
配置足够的夜间照明。桩机进入现场后,施工技术人员应向机操作人员进行施工任务及安
全技术措施的书面交底,操作人员应熟悉现场环境和施工条件,听从指挥。
Equipment supplier has to guarantee equipments are safe for site construction. Piling machine
with problem, lack of safety devices or with invalid safety device is not allowed to enter site.
Properly arrange movement of piling machine on site, allocate with water and electricity as well
as sufficient night lighting. After piling machine entering site, construction technicians should
conduct written clarification to machine operator in regard to assignment and safety technical
measures. Operator should be familiar with site environment, construction condition and follow
direction.
桩机安装与启用 Piling Machine Installation and Launch
(1) 桩机的安装,拆卸必须根据原有生产厂的规定,按施工组织设计的技术方案和安全
作业技术措施,在机长的负责统一指挥下由专业人员进行,并要有技术和安全人员
监护。
Piling machine installation and dismantle have to be done in accordance with factory
provisions and in accordance with technical plan and safety operation technical measures
in construction organization design. The work has to be conducted by professional
personnel under the single command of machine captain and with supervision from
technician and safety personnel.
(2) 设备安装完毕后,必须经调试、试运转和安装队(组)负责人、机组负责人、技术
员、安全员会同施工现场负责人及有关部门负责人对设备进行验收检查,经验收合
格签证后,在设备明显处挂上“验收合格”牌,方可投入施工生产运行。
After installation, carry out commissioning & test running and installation team, machine
crew leader, technician, safety officer should join with site construction leader and
relevant department leader to inspect the machine. Hang “Inspection Pass” sign on
striking location of the machine and put it into operation if the inspection is pass.
操作人员要求 Operator
(1) 起重工、焊工、桩机操作人员、电工应持证上岗,在岗时不得随意离开操作岗位。
如需人员离机,必须切断设备的总电源开关,锁好电闸箱,以防他人误操作。
The lifting worker, welders and the piling machine operators must possess the
corresponding certificates and should not leave duty at will during working time. In case
the operator needs to leave position, cut off machine general power switch, lock power
switch box to avoid operation mistake.
(2) 机组人员应定期做好机械设备的注油滑维护保养工作,并做好例保记录,安全上岗
记录,交接班记录。
Machine crew members should proper maintain the machine by adding oil for lubrication
and keep proper regular maintenance record, keep safety working record as well as shift
handover record.
文明施工管理 Civilized Construction Management
(1) 严格按施工平面总布置图管理施工现场,作业区域、材料堆放及施工用水、施工用
电等布置合理。
Manage construction site, operation area, material stacking, construction water and
construction electricity layout rigorously in accordance with general construction site
plan layout
(2) 施工道路畅通,桩机基础周围两米内无积水。
Smooth construction path without any block and no ponding within two meters from the
piling machine foundation.
(3) 预制管桩等材料按规格堆放整齐,并用楔子固定好。
Prefabricated tubular pile and other material should be well stacked according to their
specification and fixed with wedges.
(4) 及时回收固体废弃物,分类存放,定期处理。
Timely retrieve solid waste, store them according to their classification and dispose them
regularly.
(5) 施工现场应保持整洁干净,施工道路应清洁、畅通。
Keep the construction site clean and construction path clean without any block.
(6) 现场设置宣传牌及警示牌。
Set up publication signs and warning signs.
(7) 现场严禁吸烟和随意倾倒建筑垃圾。
It is forbidden to smoke and dump construction rubbish on site.
(8) 严禁使用建筑垃圾等填筑场地,或铺砌临时道路。
It is forbidden to fill site or pave temporary path with building rubbish.
(9)打桩时,桩孔要及时回填和覆盖。
The holes after piling should be backfilled and covered timely.
(10)气瓶使用时要垂直固定,可燃气体气瓶要加防火阀,要严格执行动火票制度。
When it is used, the gas cylinder should be fixed vertically. In addition, the firefighting
valve should be equipped with the inflammable gas cylinder. Strictly follow the system of firing
permit
环境保护措施 Environmental Protection Measures
(1) 环境保护目标。环境保护目标为确保施工期间对周边设施完整尽量降低施工噪音。
Environmental protection objective. The objective is to reduce noise imposed to the
facilities around as much as possible during construction period.
(2) 环境保护的内容。通过现场的踏勘了解,本工程需要保护的主要内容:场区内外可
能存在管网,如水、电;施工期间产生的夜间噪音;周边已存在的建筑物;环境卫
生。
Content of environmental protection. As the site survey shows, the main item that
requires protection in this project are: possible pipe network (water, electricity) in and out
of site; noise at night during construction period; the existing buildings around site;
environmental sanitation.
(3) 环境保护的组织及责任体系。根据本工程的特点以及环境保护的内容要求,制定环
境保护的组织体系和责任制。落实项目部环境保护责任,成立施工环境保护小组,
全面负责施工全过程的环境保护工作的布置、检查、监督和奖惩。
Organization and responsibility system of environmental protection. Compile
organization and responsibility system of environmental protection based on the
characteristics of this project and requirement in environmental protection. Implement
project department’s responsibility in environmental protection, establish environmental
protection team to be fully in charge of the layout, inspection, supervision, reward and
penalty in the comprehensive environmental protection work.
(4) 项目部制定环境保护的若干规定,各班组除熟悉并认真执行国家、省、市颁布的有
关规章制度外,还应遵守公司制定的有关规定。根据工程实际情况制定专业施工班
组的管理办法。项目部每天组织人员进行检查,每周设一大检查。
Project department compile environmental protection provisions. All the working ground
should not only be familiar with and implement relevant rules and regulation, but also
need to comply with relevant provisions in the company. Compile management method
for professional construction team according to project real situation. Project department
should conduct inspection every day and thorough inspection once every week.
(5) 对使用机油或其它燃料油、液压油的设备,对可能存在漏油的部分下方要放置接油盘,
对溅漏出的油污要及时清理,防止污染当地的土壤,水源。清理出的含油垃圾不要随
意倾倒,要交给有危险品废物处理资质的公司进行处理。
The oil drip pan should be placed below the possible leakage part of equipment
needing machine oil or other fuel oil. The splashed oil contamination must be cleaned
timely so as to avoid the pollution to the local soil and water. The cleaned oily wastes
cannot be dumped freely and should be treated by the company with qualified certificate.
