“It is up to every manager at every level to ensure the Health and
Safety of those people in the workplace under their responsibility.
The manager must implement the policy and systems within their zone
of control and influence.” (Group H&S Policy, September 2002)

In accordance with Group H&S Policy, the H&S organisation is
based on the principle that the managers in the operational
line are in charge of ensuring safety on Lafarge Cement China
plants.

As a direct consequence, each manager must, at least, stop any work
or action which is not done according to H&S standards.

The operational managers are helped in this task by a safety
body made up of professionals who, in their area of
expertise, deal with:

this body reports at the highest level of the operational line:

The CEO for the Regional Safety Director,
• The Head of the BU (or the Industrial Manager by
delegation) for the BU Safety Manager,

Based on these principles, this document sets out the Lafarge
Cement China (Region in below) standard definition of the key
roles of both types of key players in safety and the
recommended safety structure

Regional President /CEO

- Responsible for Regional H&S Policy and Management System implementation and
performance attainment
- Approve the updates to Regional H&S Policy and Management System proposed by the
Regional Safety Director
- Approve the regional annual H&S objective(s), budget and action plan proposed by
the BU managers and Regional Safety director
- Make H&S a regular topic of regional management and follow-up regional safety
performance.
- Following a fatal accident in his zone, participate in a review meeting with the
relevant Safety, the General, Industrial and Plant Managers concerned
- Require BU managers to take specific H&S measures
- Ensure Safety Behaviours was set as the key indicator for all employees’
promotion within Lafarge China
- Lead by example

Business Unit Manager

- Responsible to the implementation of the H&S policy and Management System and
performance attainment in his/her BU
- Ensure that BU has established a safe operational organization
- Ensure that all operations are complied with the H&S legal requirements in
his/her BU.
- Define BU H&S Policy and Management System, consistent with regional Policy and
System, and ensure that all employees are familiarised with them via an effective
training programme
- Ensure that the Managers who supervise the sites receive adequate information
and training to allow them to perform their H&S role
- Set annual BU H&S objective(s) with the Managers who supervise the sites and the
BU H&S Manager, approve the subsequent action plan proposed by them, allocate an
appropriate budget, and evaluate objective(s) achievement
- Monitor BU H&S performance, taking appropriate, timely decisions
- Make sure that all accidents are fully and promptly investigated and actions
taken to prevent recurrence according to the Incident/ Accident Reporting and
Investigation
- Supervise fatal accident investigations, appointing an Inquiry Board as
appropriate
- Chair BU H&S Committee meetings where held; if not held, make H&S a standard
topic of BU Management Committee meetings
- Require the BU Industrial/Marketing & Sales/Logistics/HR/Purchase... Directors to
take specific H&S measures
- Ensure Safety Behaviours was set as the key indicator for all employees’
promotion within BU
- Lead by example

Regional Safety Director

- Responsible to the CEO/Regional President for providing competent H&S support to
BUs
- Propose the annual regional H&S improvement objective(s), plan and budget to the
CEO/Regional President and regional management
- Propose updates to regional H&S Policy, consistent with Divisional Policy, and
Management System as needed - Set annual objectives to the BU H&S Managers
- Evaluate the BU safety performance annually
- Develop the Individual Development plan for BU H&S Managers and evaluate the
performance of BU H&S Managers annually
- Drive regional H&S Management System implementation
- Provide advice and support to BU Managers and H&S Managers as needed
- Manage and administer regional H&S performance reporting system and provide
quarterly consolidated information to the Division
- Initiate and conduct audits of BU H&S Management System, issue audit reports and
follow the implementation of his/her recommendations
- Manage the regional H&S Network and develop sharing of experience and best
practices for all employee in the region
- Make sure that every fatality in the region is fully investigated, closed out,
and suitably
communicated
- Propose regional H&S communication contents and media
- Drive the development of H&S skills within the region
- Develop the regional safety training plan

- Responsible to the General Manager for BU H&S Policy and Management System
implementation and performance attainment in the plants reporting to him/her
- Ensure the application of BU H&S Policy and Management System in all
plants reporting to him/her
- Ensure that all Plant Managers receive adequate information and training
to allow them to perform their H&S role
- Contribute to the definition of the annual BU H&S objective(s) and action
plan (actions common to all sites) and support its implementation
- Approve the medium and short term H&S performance objectives and
action plans proposed by Plant Managers, together with the appropriate
resources to ensure attainment (PIP, Budget...)
- Set personal annual H&S objective(s) for Plant Manager(s) and
evaluate its achievement
- Make H&S a permanent topic of meetings with Plant Managers and
monitor site H&S performance
- Participate in H&S audits of the sites, fatal accident investigations and
supervise major accident investigations
- Lead by example (by asking questions about H&S performance during
Plant visits, wearing personal protective equipment where required...)
- Require the Plant Managers to take specific H&S measures
- Ensure Safety Behaviours was set as the key indicator for all Plant Managers’
promotion
- Authorize the safety capital expenditure if it was approved by BU H&S Manager

BU Safety Manager

- Responsible to the BU General or Industrial Manager and Regional Safety
Director for the promotion of BU H&S Policy and Management System and the
assessment of their application by all plants
- Develop and maintain BU H&S Policy and Management System in accordance with
regional policies and systems
- Drive BU H&S Management System implementation
- Provide advice and support to BU Managers, Plant Managers and Plant H&S
Managers
- Ensure that plant has established a safe operational organization
- Ensure that all operations are complied with the H&S legal requirements in
his/her plant.
- Administer BU H&S reporting system and monitor BU H&S performance
- Participate in BU H&S Committee where held; if not held, participate in BU
Management
Committee when dealing with H&S topic
- Propose annual BU H&S objective(s) and improvement plan
- Co-ordinate H&S activities common to all plants and manage the network of plant
H&S
Managers
- Authorise, from a H&S perspective, BU capital expenditure and significant and
relevant
revenue expenditure plans
- Evaluate the plant safety performance annually
- Develop the Individual Development plan for plant H&S Managers and evaluate the
performance of plant H&S Managers annually
- Conduct plant audits
- Participate in accident investigations and make sure that every accident in the

Plant Manager (Plant GM)

- Responsible to the BU Industrial Director for BU H&S Policy and Management
System
Implementation and performance attainment in his/her plants
- Ensure the application of H&S Policy and Management System in
his/her plant
- In liaison with his/her management team and Plant H&S Manager,
appoint employees to perform specific H&S tasks (. fire prevention,
internal audits, management of lifting equipment…)
- Ensure that all Plant employees and managers receive adequate
information and training to allow them to perform their H&S role
- In liaison with his/her management team and Plant H&S Manager,
propose the plant medium and short term H&S performance objectives
and action plans together with the appropriate resources to ensure
attainment (PIP, Budget...)
- Set personal annual H&S objective(s) for line managers and evaluate
its achievement
- Chair Plant H&S Committee and lead all the activities of H&S Committee.
- Monitor Plant H&S performance, ensuring that H&S information (news,
results…) is communicated to every employee
- Ensure that all accidents are fully and promptly investigated and appropriate
actions taken to prevent recurrence according to the Incident/Accident Report
and Investigation
- Issue permits to work for potentially dangerous operations
- Ensure that H&S clauses are included in contractors agreements, and
that contractors' personnel H&S behaviour and performance on site is
properly monitored, evaluated and made a criterion for contractors'
selection
- Participate in H&S audits and regularly inspect the site
- Participate in major accident investigations and publish the results
- Take or approve disciplinary actions against any site employee who operates in
an unsafe manner/any manager who fails to manage H&S to the required standards
- Suspend or ban from site any contractor's employee who does not comply with
H&S
standards
- Terminate the contract of any contractor whose employees do not comply with
H&S
Standards

- Responsible to the Plant Manager for BU H&S Policy and plant procedures
implementation and performance attainment in his/her department
- In liaison with Plant H&S Manager, contribute to the definition and update of
site H&S procedures
- Ensure the application of BU H&S Policy and plant safe work rules and
practices in his/her department
- Contribute to the definition of plant medium and short term H&S performance
objectives and the adequate resources (PIP, Budget)
- In liaison with Plant H&S Manager and his/her direct reports, propose his/her
department's annual H&S objective(s), make sure the H&S skills of his/her
personnel match the standards, define and implement adequate training plan
- Set personal annual H&S objective(s) for his/her direct reports with the
adequate means and evaluate its achievement
- Inform his/her team of department and Plant H&S situation
- In liaison with Plant H&S Manager, organise regular H&S audits of his/her
department and participate in audits of other departments
- In liaison with Plant Purchasing Officer, define the H&S criteria for
contractors
selection and the H&S clauses of the contracts
- Control the application of H&S procedures by his/her department's contractors
on site and ensure periodical evaluation of their behaviour
- Participate in the investigation in case of fatality and serious accident in
his/her
department
- Issue permits to work for potentially dangerous operations
- Lead investigation of all other accidents/of near misses in his/her department
and publish the results
- Take or propose disciplinary actions against any of his/her employees who
operates in an
unsafe manner/ any supervisor who fails to manage H&S to the required standards

- Responsible to the Plant Manager and BU Safety Manager for the promotion of
site Management System and the assessment of its application by all
departments

- Drive plant H&S Management System implementation
- Provide advice and support to Plant Manager, management line and employees
- Monitor site H&S performance and report it to BU H&S Manager
- Attend Plant H&S Committee meetings and Plant Management meeting
- Propose annual plant H&S objective(s) and improvement plan, and monitor plan
implementation
- Co-ordinate H&S activities within the site
- Review, from a H&S perspective, plant capital expenditure and significant and

- Ensure, in liaison with Plant H&S Manager or Engineer, that safe work practices
and
procedures are developed and maintained for all his/her team activities and
fully complied with
- Contribute to the definition of departmental H&S performance objectives
- Set personal annual H&S objective(s) for his/her direct reports with the
adequate means and evaluates its achievement
- Conduct and report on routine H&S inspections in his/her area of control and
participate in H&S audits of other areas/departments
- Issue and control permits to work for his/her operations
- Maintain housekeeping standards within his/her area of control
- Assure induction training of his/her employees
- Record and report accidents and near misses
- Propose disciplinary actions against any of his/her employees who operates in
an unsafe manner
- Lead by example
- 向部门经理负责并执行BU的健康和安全方针及工厂的安全程序，确保在其负责范围内的安全

- Strictly follow the BU/Plant/Department’s H&S procedures as well as the
regional H&S policies and legal requirements
- Participate H&S activities and give feedback to his/her Supervisor for any
comments timely.
- Stop any unsafe behaviours immediately and inform the Supervisor or Safety
Representative
- Report any abnormal condition (Fires, people injuries etc,.) immediately and
take action according to the relevant procedures
- Inform his/her Supervisor or Safety Representative for any potential hazards or
unsafe factors timely

- 立即制止任何不安全的行为并通知主管和安全人员
