为加强公司采购管理，完善采购制度，认真贯彻执行集团相关文
件精神，加强控制，结合公司实际情况，特制定本办法（试行）。
一、比价采购程序
1、按照公正、公开、互相监督的原则，充分体现“货比三家”的
主导原则。对采购物资、某省市场活动类(以下简称物资)的价格实行
分类管理。
2、财务部平时需做好对物资采购部门比质比价记录的检查核对
工作，主要检查比质比价记录的真实性，并核查比质比价记录上的价
格是否和实际报销的价格一致，比质比价记录上规定采购的物品规格、
型号、制造厂家是否和实际采购的一致。
3、建立完善的验收付款制度，对于尚未验收定论的物资，财务
拒绝付款，以确保比质比价后续工作的正常开展。
4、对于比质比价结果与财务询价结果的对比问题，原则上，物
资采购人员在同等质量、服务、交货方式下的询价结果必须低于财务
监督的价格。
5、比质比价的结果经总经理批准后即可实施采购。
6、2000 元以上 10 万元以下的物资类、工某省市场活动类等采
购按照以下比价方法执行。
二、比价采购程序方法

2、比价方法：
（1） 在确定基本价格的基础上（通过各种信息网络获得），选
定 3 家以上的商家并通知其参与比价；
（2） 各商家分别提报其产品的价格、质量、性能、技术参数等
指标；项目全部实施完毕后所需要的费用；
（3） 比价小组综合各商家报出的各项指标，进行初评，确定入
选商品价格或工程费用，活动费用；
（4） 入选商家若以低于上述最优先产品价格或工程费用报价，
或能接受一定的降价幅度，与此比较，确定最终价格与商家；
（5） 监督采购合同。通过比价确定采购商家和价格后，双方需
签定“购销合同”或施工（活动实施）合同，财务部门除参与比价程序
外，还应对合同进行审计监督。
三、采购实施反馈
对购进的物资类，相关部门应进行质量检验、测试，对其性能
（设备和技术性能强的物资）进行评价；承办部门在财务部的监督下
负责对物资数量的验收入库，对供应方提供的产品达不到质量要求的，
按规定退货或要求提供相应的补偿，两次供货质量不合格的，应终止
采购合同；对工程质量达不到合同规定要求的，责令整改至合某省市
场活动后评估达不到验收标准的则扣除相应费用。
本办法发布之日起施行。
